Hiring of Individual Consultants
The Government of Punjab has received financing from the World Bank towards the cost of the Punjab Human Capital Investment Project (PHCIP) (P164785) and intends to apply part of the proceeds for individual consulting services. The project aims to increase access to quality health services and economic and social inclusion programs among poor and vulnerable households in selected districts of Punjab. For the said purpose, the project intends to hire the services of the following individual consultants till the completion of the project, i.e., 30-06-2026. The detail is given below:

Financial Management Specialist |
Qualification: <br>• Preferably CA/ACCA/ ACMA/ CIMA or equivalent professional qualification; or <br>• Master's Degree or equivalent in Finance/Accounting or relevant discipline from an HEC-recognized university/institute. <br>• Moreover, a Higher Qualification in the relevant field shall be accorded due weightage. <br>Experience: <br>• At least eight years of experience, after acquiring the stipulated qualification (Other than CAs), in Accounting & Financial Management in the public or private sector. <br>• In the case of CA/ACCA, at least five years of experience after acquiring the stipulated qualification. <br>• Out of total experience, the candidate must have at least three years' experience in the government sector, preferably in foreign funded projects. <br>• Working knowledge of the implementation of ERP, public sector accounting, with a thorough understanding of the PFM cycle, regulatory mechanism, financial modelling, & Reporting will be an added advantage. <br>Skills: <br>• Ability to work on any accounting software or Enterprise Resource Planning Package. <br>• Proficient in using MS Office (Word, Excel, & Power Point). |

Environmental and Social Safeguard Specialist |
Qualifications: <br>• At-least Master's degree or equivalent (16 years of education), in Environmental Studies/ Science/ Engineering, or Natural Resource Management, Gender Studies, Social Work, or related discipline, from a foreign or local university, duly recognized by the Higher Education Commission (HEC) of Pakistan. <br>Experience: <br>• At least, eight years of documentary verifiable experience, after acquiring the stipulated qualification, of implementing and managing compliance on environmental and social safeguards in development projects and/or social development. <br>• Previous experience in gender related issues and/or citizen engagement shall be accorded due weightage. <br>Skills: <br>• Written and oral fluency in the English language. <br>• Proficient in using MS Office (Word, Excel, & Power Point). |

Qualification: <br>• Master's degree or equivalent (16 years of education) in statistics, computer sciences, economics, or related field. <br>• An advanced certification in data analytics will be preferred. <br>Experience: <br>• At least three years of documentary, verifiable experience in: <br>o Cleaning and preparing data <br>o Analyzing and visualizing data including survey data analysis <br>o Reports and dashboards <br>o Communication and writing <br>o Good writing and analytical skills, prior reporting experience would be an asset. <br>o Self-motivation and ability to work on multiple tasks. <br>o Strong team spirit with effective interpersonal and communication skills. <br>Skills: <br>• Strong analytical skills <br>• Skills in data collection, management and/or analysis. <br>• Proficiency in software such as Oracle, SQL, Tableau, Power BI, R, and STATA. |

The selection will be made in accordance with the process of Selection of Individual Consultants in accordance with "World Bank Procurement Regulations for Investment Project Financing Goods, Works, Non-Consulting and Consulting Services" (July 2016) revised November 2017 and August 2018. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations", setting forth the World Bank's policy on conflict of interest.
