CAREER OPPORTUNITY

MEPCO, a leading Public Sector Power Distribution Company with more than 6.1 million consumers and over 15,000 employees, seeks to fill the following position of Chief Legal Officer (CLO) and Chief (Information Technology & Systems) (CIT&S) on a contract basis. The company operates in 13 Districts in Southern Punjab under a highly regulated environment and aims to ensure compliance, legal standards, and efficient operations. POSITION DETAILS

1. Chief Legal Officer (CLO)

  • Contract Term: 03 years (extendable, one year, upon performance, not exceeding 62 years of age)
  • Place of Posting: MEPCO Headquarters, Multan
  • Reporting To: CEO / Board of Directors

Requirements of the Position

MANDATORY QUALIFICATIONS & EXPERIENCE

  • Minimum 16 years of education in Law; LLB mandatory. LL.M or Barrister-at-Law from a reputable institution will be considered an added advantage.
  • Licensed Advocate of the High Court (mandatory).
  • Minimum 15 years of post-qualification experience out of which at least 7 years must be in a leadership role as head of legal affairs department within a large-scale national/international energy/utility/public sector organization, preferably a Power Sector Utility.
  • In-depth knowledge of legal and regulatory frameworks of the High Court.
  • Proven track record of leading corporate legal teams, contract management, dispute resolution, litigation, and regulatory compliance matters.

ESSENTIAL SKILLS & COMPETENCIES

  • Comprehensive expertise in corporate, commercial, labor, regulatory, contractual, and litigation matters.
  • Strong understanding of NEPRA, SECP, PPRA, SOE Act 2023, and Companies Act 2017.
  • Experience in drafting, vetting, and negotiating legal documents, policies, and contracts.
  • Strategic thinker with the ability to provide preventative legal guidance and risk mitigation to the organization effectively.
  • Demonstrated ethical leadership, integrity, and ability to handle high-pressure and sensitive legal matters.
  • Excellent communication proficiency in written and spoken English with excellent legal drafting and presentation skills.

2. Chief (Information Technology & Systems) (CIT&S)

  • Contract Term: 03 years (extendable, one year, upon performance, not exceeding 62 years of age)

  • Reporting To: CEO / Board of Directors

Requirements of the Position

MANDATORY QUALIFICATIONS & EXPERIENCE

  • Education: 16-years degree/Master's program in Information Systems, Computer Science, Computer Engineering, Software Engineering, System Engineering or related field from HEC recognized local/foreign university.
  • Experience: Minimum of 10 years of relevant professional experience, including at least 7 years in a senior leadership role (e.g., CTO, CIO, DG IT) managing enterprise-level IT functions.
  • Experience in the energy, utilities, infrastructure sector or in a large-scale national/international public sector organization will be considered an advantage.

ESSENTIAL SKILLS & COMPETENCIES

  • Demonstrated leadership in large-scale IT organizations with successful delivery of diverse functional areas and business applications, including digital transformation initiatives.
  • Expertise in IT operations, automation, and enterprise platforms such as ERP systems, SCADA, DMS, GIS, Cybersecurity, Network Infrastructure, Data Center Management & Cloud Services.
  • Strong capability in data governance, data analytics, and business intelligence solutions.
  • Up-to-date with global industry trends and emerging technologies, including cloud computing, cybersecurity, data analytics, artificial intelligence, and automation.
  • Strong experience in enterprise IT governance, including the design and implementation of IT policies, procedures, and internal controls.
  • Exceptional communication skills, both verbal and non-verbal, with the ability to interact effectively with all levels of management and external stakeholders.
  • Familiarity with relevant legal frameworks, especially those related to corporate, labor, regulatory compliance, procurement, and data protection laws.
  • Strong project management skills, including managing complex legal documents, including MoU's, service-level agreements (SLA's) etc.

AGE LIMIT

  • Upper Age Limit: 62 years at the time of closing date.
  • Age relaxation will not be granted under any circumstances.

REMUNERATION

  • Market-based competitive salary package (Rs. 0.8 to Rs. 1 million per month or more) commensurate with experience and qualifications along with additional benefits.
  • Annual performance appraisal will be conducted by the MEPCO Board of Directors.
  • The above-mentioned position is purely contractual in nature, non-pensionable, for long-term benefit and shall not be regularized at any stage.

  3. Candidate must submit an affidavit on non-judicial stamp paper (worth Rs. 100) regarding the absence of conflict of interest and clean record.
  4. Candidate's compliance with the Fit and Proper Criteria under the relevant provisions of the Schedule IV of the SOE (Governance and Operational) Act, 2023 and Companies Act, 2017 as per SOPs of CMR Guidelines is mandatory. A declaration on non-judicial stamp paper of Rs. 100/- to give effect should be provided by the selected candidate as per the company's requirements.
  5. The prospective candidate must be a Pakistani Citizen.
  6. MEPCO reserves the right to withhold appointment.
  7. Government/Semi-Government/Autonomous Body employees must apply through proper channel with NOC of the concerned organization. Advance copies of applications will not be entertained.
  8. Candidates involved in political activities will stand disqualified for the position.
