CAREER OPPORTUNITY

The Karachi Water & Sewerage Corporation (KW&SC), a leading public sector utility established under the KW&SC Act, 2023, is entrusted with the vital responsibility of providing safe drinking water and sanitation services to the residents of Karachi. As part of its commitment to excellence and efficiency, KW&SC is seeking highly qualified, experienced, and dynamic professionals to fill the following key positions. These positions are on a contract basis for a period of three (03) years (extendable) and are open to candidates domiciled in Sindh.

In accordance with Section 20 of the KW&SC Act, 2023, the Government of Sindh has constituted the Water and Sewerage Tribunal of KW&SC. The Tribunal is a quasi-judicial body responsible for adjudicating disputes and matters related to water and sewerage services. To support the Tribunal's functions, KW&SC is seeking to recruit qualified individuals for the following positions:

1. Joint Law Officer (BS-19)

  • Key Responsibilities:
    • Assist the Chairman of the Tribunal in the discharge of legal duties.
    • Provide expert legal advice to the Tribunal on matters related to its jurisdiction, powers, and functions under the KW&SC Act, 2023.
    • Conduct legal research and analysis to support the Tribunal's decisions and recommendations.
    • Draft and review legal documents, including judgments, orders, and legal opinions.
    • Represent the Tribunal in legal proceedings before other courts and tribunals.
    • Monitor and report on the status of legal cases involving the Tribunal.
    • Maintain an up-to-date knowledge of relevant laws, regulations, and legal precedents.
  • Qualifications & Experience:
    • Bachelor's Degree in Law (LLB) from an HEC recognized university.
    • Minimum of 10 years of post-qualification experience in legal practice, with a focus on administrative law, constitutional law, or public utility law.
    • Proven experience in drafting legal documents, conducting legal research, and representing clients in court.
    • Excellent communication, interpersonal, and analytical skills.
    • Proficiency in computer applications, including legal research databases.
  • Age: The upper age limit is 45 years at the closing date of advertisement.
  • Tenure: This is a contract-based position for a period of 3 years, extendable on mutually agreed terms & conditions.

2. Legal Advisor (BS-19)

  • Key Responsibilities:
    • Provide expert legal advice to the KW&SC on a wide range of legal matters.
    • Draft and review legal documents, including contracts, agreements, and policies.
    • Represent the KW&SC in legal proceedings before courts and tribunals.
    • Conduct legal research and analysis to support the KW&SC's legal positions.
    • Monitor and report on the status of legal cases involving the KW&SC.
    • Maintain an up-to-date knowledge of relevant laws and regulations.
  • Qualifications & Experience:
    • Bachelor's Degree in Law (LLB) from an HEC recognized university.
    • Minimum of 10 years of post-qualification experience in legal practice, with a focus on corporate law, public utility law, or administrative law.
    • Proven experience in drafting legal documents, conducting legal research, and representing clients in court.
    • Excellent communication, interpersonal, and analytical skills.
    • Proficiency in computer applications.

3. Director (BS-19)

  • Key Responsibilities:
    • Oversee the overall administration and management of the Tribunal.
    • Ensure the efficient and effective functioning of the Tribunal's support staff and processes.
    • Manage the Tribunal's budget and resources.
    • Coordinate with the KW&SC and other stakeholders on matters related to the Tribunal's operations.
    • Prepare and submit reports on the Tribunal's activities to the Chairman.
    • Supervise the work of the Tribunal's support staff.
  • Qualifications & Experience:
    • Master's Degree in Public Administration, Business Administration, or a related field from an HEC recognized university.
    • Minimum of 10 years of post-qualification experience in public administration or management, with at least 5 years in a senior management role.
    • Proven experience in managing a team and overseeing complex administrative processes.
    • Excellent leadership, communication, and interpersonal skills.
    • Proficiency in computer applications.

4. Deputy Director (BS-18)

  • Key Responsibilities:
    • Assist the Director in the day-to-day administration and management of the Tribunal.
    • Supervise the work of the Tribunal's support staff.
    • Coordinate with the KW&SC and other stakeholders on matters related to the Tribunal's operations.
    • Prepare and submit reports on the Tribunal's activities to the Director.
    • Manage the Tribunal's records and documents.
  • Qualifications & Experience:
    • Master's Degree in Public Administration, Business Administration, or a related field from an HEC recognized university.
    • Minimum of 7 years of post-qualification experience in public administration or management.
    • Proven experience in managing a team and overseeing administrative processes.
    • Excellent communication, interpersonal, and analytical skills.
    • Proficiency in computer applications.
  • Age: The upper age limit is 40 years at the closing date of advertisement.
  • Tenure: This is a contract-based position for a period of 3 years, extendable on mutually agreed terms & conditions.

5. Assistant Director (BS-17)

  • Key Responsibilities:
    • Provide administrative support to the Director and Deputy Director.
    • Manage the Tribunal's records and documents.
    • Coordinate with the KW&SC and other stakeholders on matters related to the Tribunal's operations.
    • Prepare and submit reports on the Tribunal's activities to the Deputy Director.
    • Assist in the supervision of the Tribunal's support staff.
  • Qualifications & Experience:
    • Bachelor's Degree in Public Administration, Business Administration, or a related field from an HEC recognized university.
    • Minimum of 5 years of post-qualification experience in public administration or management.
    • Proven experience in providing administrative support and managing a team.
    • Excellent communication, interpersonal, and analytical skills.
    • Proficiency in computer applications.
  • Age: The upper age limit is 35 years at the closing date of advertisement.
  • Tenure: This is a contract-based position for a period of 3 years, extendable on mutually agreed terms & conditions.

6. Librarian (BS-16)

  • Key Responsibilities:
    • Manage the Tribunal's library and information resources.
    • Develop and implement library policies and procedures.
    • Acquire, catalog, and organize library materials.
    • Provide research assistance to the Tribunal's staff.
    • Maintain an up-to-date knowledge of legal research databases and resources.
  • Qualifications & Experience:
    • Master's Degree in Library Science or a related field from an HEC recognized university.
    • Minimum of 3 years of post-qualification experience in a library, preferably a legal library.
    • Proven experience in managing a library and providing research assistance.
    • Excellent communication, interpersonal, and organizational skills.
    • Proficiency in computer applications, including library management software.
  • Age: The upper age limit is 35 years at the closing date of advertisement.

7. Data Processing Assistant (BS-12)

  • Key Responsibilities:
    • Provide data entry and data management support to the Tribunal.
    • Enter data into the Tribunal's database and ensure its accuracy and integrity.
    • Maintain and update the Tribunal's records and documents.
    • Generate reports and summaries from the Tribunal's database.
    • Assist in the implementation of data management policies and procedures.
  • Qualifications & Experience:
    • Bachelor's Degree in Computer Science or a related field from an HEC recognized university.
    • Minimum of 2 years of post-qualification experience in data entry or data management.
    • Proven experience in using data entry software and databases.
    • Excellent attention to detail and accuracy.
    • Proficiency in computer applications.

8. Stenographer (BS-12)

  • Key Responsibilities:
    • Provide stenographic and secretarial support to the Chairman and other officers of the Tribunal.
    • Take dictation and transcribe it accurately and efficiently.
    • Prepare and format legal documents, correspondence, and reports.
    • Manage the Chairman's schedule and appointments.
    • Maintain and organize files and records.
  • Qualifications & Experience:
    • Intermediate or equivalent qualification from a recognized board.
    • Minimum of 2 years of post-qualification experience as a stenographer.
    • Proven proficiency in shorthand and typing.
    • Excellent communication and organizational skills.
    • Proficiency in computer applications.
  • Age: The upper age limit is 30 years at the closing date of advertisement.
  • Tenure: This is a contract-based position for a period of 3 years, extendable on mutually agreed terms & conditions.

9. Naib Qasid (BS-01)

  • Key Responsibilities:
    • Provide general office support, including delivering mail, documents, and messages.
    • Assist in the maintenance and cleanliness of the office.
    • Serve tea and refreshments to the Chairman and other officers of the Tribunal.
    • Perform other duties as assigned by the Chairman or other officers of the Tribunal.
  • Qualifications & Experience:
    • Primary School Certificate or equivalent qualification from a recognized board.
    • Minimum of 1 year of post-qualification experience in a relevant field.
    • Good communication and interpersonal skills.
  • Age: The upper age limit is 30 years at the closing date of advertisement.
