Career Opportunity
Position:
Chief Commercial Officer (CCO) Karachi Water & Sewerage Corporation (KWSC)
Reporting to:
Chief Executive Officer (CEO)
Key Responsibilities:
- Plays a strategic and leading role in developing and aligning KWSC's commercial and investment strategy with the overall objectives of providing sustainable water supply, wastewater management, and related infrastructure services.
- Development and management of KWSC's Commercial Department.
- Plays a leading role in developing and defining the tariff review framework for the approval and establishment of tariffs charged to customers for services and estimation of revenue.
- Plays a leading role in developing and implementing tariff proposals for KWSC and the Government of Sindh as required by KWSC Act 2023.
- Oversees the development and implementation of revenue management and customer engagement strategies to ensure financial stability and customer satisfaction.
- Structures and oversees commercial arrangements and Public-Private Partnership (PPP) transactions for KWSC's development projects that ensure long-term financial sustainability and enhance service delivery.
- Establishment and management of mechanisms for mobilizing long-term partners, developing blended finance structures, and engaging with local and international partners from the private sector and multilateral agencies.
- Plays a leading role in negotiating and executing commercial contracts and agreements with private sector and multilateral agencies.
- High-level engagement with KWSC's key stakeholders including government, development partners, investors, developers, and government stakeholders.
- Provides strategic advice to the CEO and Board on commercial matters.
- Establishment and oversight of all commercial activities (KPIs) and regular reporting to the CEO and Board.
Qualifications and Experience:
- Minimum 10 years of experience in Commercial Management, Finance, Strategy, Infrastructure, Investment Management, or related fields.
- Demonstrated ability to lead and work effectively with all stakeholders, including the government.
- Experience in structuring financial or investment transactions, with a preference for candidates with experience in PPP transactions.
- Master's degree in Finance, Economics, Business Administration, or any other related professional qualification (e.g., CA, CFA, ACCA, ICMA, etc.).
Other Information:
- The selected candidate will be offered a competitive remuneration package commensurate with their qualifications and experience.
- The position includes the provision of a government vehicle with a driver.
- The appointment is for an initial period of 5 years, extendable for a further 5 years subject to annual increments and satisfactory performance.
