Hiring of Individual Consultants
The Government of Punjab has received financing from the World Bank towards the cost of the Punjab Human Capital Investment Project (PHCIP) [P164785] and intends to apply part of the proceeds for individual consulting services. The project aims to increase access to quality health services and economic and social inclusion programs among poor and vulnerable households in selected districts of Punjab. For the said purpose, the project intends to hire the services of the following individual consultant till the completion of the project, ie, 30-06-2026. The detail is given below:

Quality Assurance Engineer |
Qualification<br>At least, Master's degree or equivalent (sixteen (16) years of education), in Software Engineering or Computer Sciences field, from a foreign or local university, duly recognized by the Higher Education Commission (HEC) of Pakistan.<br>Experience<br>At least 05 years of documentary verifiable experience, after acquiring the stipulated qualification, in software development.<br>Proven work experience in software quality assurance<br>Experience in test plans, scenarios, scripts, or procedures.<br>Experience in writing clear, concise and comprehensive test plans and test cases<br>Hands-on experience with both white box and black box testing.<br>Hands-on experience with automated testing tools.<br>Experience working in an Agile/Scrum development process.<br>Experience with performance and/or security.<br>Experience in designing, developing and executing the automation scripts using tools.<br>Experience in collaborating with the end-users to evaluate or diagnose problems and recommend possible solutions.<br>Skills<br>Strong knowledge of software QA methodologies, tools, and processes.<br>Ability to estimate, prioritize, plan, and coordinate testing activities. |

Market-based remuneration commensurate with the experience and qualification with a maximum of the figure mentioned, will be offered. Last date for submission of EOIs is December 08, 2025.
The selection will be made in accordance with the process of Selection of Individual Consultants in accordance with "World Bank Procurement Regulations for Investment Project Financing Goods, Works, Non-Consulting and Consulting Services" (July 2016) revised November 2017 and August 2018. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations", setting forth the World Bank's policy on conflict of interest.
