Applications are invited for the appointment of the following posts on a contract basis at Nawaz Sharif Institute of Cardiology, Sargodha (NSIC):

Post Qualification/Experience
Chief Executive Officer (CEO)/Dean 1. Educational Qualification:
* MBBS or equivalent medical qualification recognized by PMDC.
* FCPS/MD/MRCP (Cardiology/Cardiac Surgery) or MS / MDS / MCPS (Cardiology/Cardiac Surgery) / FRCS (Cardiology/Cardiac Surgery) or an equivalent qualification in Cardiology/Cardiac Surgery recognized by PMDC.
2. Experience/Skills:
* At least 03 years post fellowship experience as an Interventional Cardiologist, Cardiac Electrophysiologist, Pediatric Cardiologist or Cardiac Surgeon in an autonomous/semi-autonomous/government organization is mandatory.
* Must have at least 05 years of post-fellowship administrative experience as HoD/Medical Director/ED or equivalent in a recognized medical institute/hospital.
* May have at least 10 years of research publications in PMDC/HEC recognized journals/internationally acclaimed journals.
3. Management Skills:
* Proven administrative and leadership experience in a tertiary care cardiac institute or medical teaching hospital, with comprehensive understanding of hospital operations, clinical practices, and regulations.
* Experience in institutional planning, financial management, human resource supervision, and oversight of multidisciplinary teams is essential.
* Expertise in evidence-based decisions, development of cardiac programs, strategic planning, and clinical research in the field of Cardiology.
* Strong communication and interpersonal skills to build relationships with stakeholders including patients, families, and staff at all levels.
4. Knowledge of applicable laws and regulations/Compliance:
* Familiarity with local and national healthcare laws, regulations, accreditation standards, and best practices in hospital management and patient care is required.
* Familiarity with internal/external audit practices to ensure ethics, quality assurance, and hospital accreditation compliance.
* Knowledge of governance structure of autonomous institutions including the rules and regulations governing NSIC, Sargodha will be a plus point.
5. Key Responsibilities:
* Provide strategic leadership to the hospital, manage hospital operations, and ensure that high quality patient care is provided effectively and efficiently.
6. Tenure of Appointment:
* The post shall be appointed for a term of three (03) years subject to the terms of appointment, based on the satisfactory performance of the incumbent after every six months.
* Age Limit: Maximum 60 years on the closing date of application.
Director Finance (CFO) 1. Educational Qualification:
* A minimum of 16 years of education with a Bachelor's/Master's degree in Commerce/Finance/ACMA/CA/ACCA from an HEC-recognized university/institution or relevant professional qualification.
* Professional certifications such as Chartered Accountant (CA), ACCA, ICMA, CPA, or CFA are highly desirable.
* Expertise in financial management software such as SAP, Oracle Financials, or similar ERP systems is mandatory.
* Membership of professional accounting bodies such as PIPFA and IBP will be preferred.
2. Professional Experience:
* Minimum 10 years of post-qualification experience in financial management, accounting, or auditing, preferably in a hospital or public sector organization, is mandatory.
* Minimum of 05 years of experience as a team leader or management role, such as Senior Finance Officer, Chief Financial Officer (CFO), Head of Finance Department, or equivalent position.
* Proven track record of strong financial analysis, budgeting, forecasting, and risk management skills.
* Experience in corporate finance, financial reporting, and compliance with all relevant financial and accounting regulations is essential.
* Ability to prepare financial statements and reports as per IAS/IFRS is mandatory.
3. Financial and Compliance expertise:
* In-depth understanding of public sector financial regulations, proprietary, and audit requirements.
* Knowledge of hospital billing, revenue cycle management, and health insurance claims processing is highly valued.
* Proven capacity to manage complex financial processes effectively and maintain financial records with precision.
* Expertise in ensuring compliance with tax laws, financial reporting standards (IFRS), and auditing requirements.
4. Leadership and Management skills:
* Strong leadership abilities with a track record of managing and motivating a finance team are essential.
* Commitment to financial accountability and transparency is crucial for the role.
* Demonstrate excellent decision-making and problem-solving skills to address financial challenges and support strategic financial decisions.
* Strong communication and interpersonal skills to collaborate with internal and external stakeholders, including auditors, government agencies, and the Board of Governors.
* Ability to prepare financial reports and statements for the Board of Governors/Trustees is necessary.
5. Key Responsibilities:
* Oversee all financial operations of the hospital, including budgeting, accounting, financial reporting, and asset management.
* Develop and implement financial strategies to ensure the long-term financial viability of the hospital.
* Ensure compliance with all financial regulations and reporting requirements.
* Provide financial advice and support to the CEO and the Board of Governors.
6. Tenure of Appointment:
* The post shall be appointed for a term of three (03) years subject to the satisfactory performance of the incumbent.
* Age Limit: Maximum 55 years on the closing date of application.
Hospital Manager 1. Educational Qualification:
* MBBS, MD, or an equivalent medical qualification recognized by PMDC is required.
* Post-graduate degree in Hospital Management/Healthcare Administration/MPH or an equivalent qualification recognized by HEC/PMDC is preferred.
* Medical graduates with a recognized medical degree should also provide previous experience and additional management degrees and diplomas to support their application.
2. Relevant Experience:
* Minimum 10 years of post-qualification experience in hospital management, administration, or clinical role, preferably in a tertiary care cardiac hospital or a large government hospital.
* Minimum 03 years of experience as a Manager/Deputy Manager/Medical Superintendent or similar management position in a hospital environment is required.
* Strong background in hospital operations, facility management, and patient experience are highly valued.
* Experience in quality improvement initiatives, regulatory compliance, risk management, and strategic planning for healthcare organizations is essential.
* Familiarity with accreditation standards and hospital safety regulations is highly desirable.
* Experience in new initiatives, projects, and organizational development is a plus.

Medical Director 1. Leadership and Management:
* Proven leadership in clinical governance, policy development, and standards in a tertiary care cardiac hospital.
* Experience in leading multidisciplinary teams and continuous hospital improvement activities.
* Strong communication, negotiation, and conflict resolution skills are essential.
2. Key Responsibilities:
* Provide clinical leadership and support for all clinical functions, including:
* Quality assurance and clinical audit.
* Policy development and implementation.
* Risk management and patient safety.
* Clinical governance and accreditation.
* Resource allocation and utilization.
* Education and training for medical staff.
* Non-clinical duties include:
* Providing medical input and expertise to the Board of Governors and the CEO.
* Maintenance of building and engineering services.
* Procurement of medical equipment, consumables, and medicines including fleet management.
* Human resource management including recruitment, training, development, and retention of medical staff.
* Financial management including budgeting, financial monitoring, and reporting.

Nursing Director 1. Educational Qualification:
* BSN / Post RN or equivalent nursing qualification recognized by Pakistan Nursing Council (PNC) / Higher Education Commission (HEC) / Punjab Healthcare Commission (PHC) is required.
* Master's degree in nursing, healthcare administration, or a related field from an HEC-recognized university/institution is highly desirable.
* Additional certifications in clinical training / management, quality assurance, or leadership are valued additions.

* Minimum 10 years of experience in nursing leadership and management is required.
* Minimum 03 years of experience as a Manager/Deputy Manager/Nursing Superintendent or similar management position in a hospital environment is required.
