Under the provisions of Regulation 9, 10 and 11 of NADRA Employees (Service) Regulations, 2002, NADRA is seeking highly skilled and experienced professionals for following position:

Chief Legal Officer Tax Age: 56 Years

Bachelor of Laws (LL.B.) Preference will be given to candidates holding Master of Laws (LL.M.) and/or Doctor of Philosophy (PhD) in Law with specialization in constitutional law, corporate/commercial law, ICT law, or regulatory/administrative law. Degrees must be recognized and attested by HEC.

Professional Experience: <br> - Licensed advocate with at least 15 years (PQE) standing at the Bar, eligible to practice before The High Courts or/and Supreme Court of Pakistan demonstrating substantial court appearances, handling high-profile litigation before superior courts, including drafting and pleading of appeals, petitions, writs, and complex constitutional/corporate cases. Additional qualifications in Privacy, Data Protection and Regulatory Affairs shall be preferred. <br> Sectoral and Institutional Experience: <br> - Candidates may also qualify through any of the following tracks, with proven leadership and national-level experience in regulatory, constitutional, contractual, and corporate/commercial disputes, drafting and reviewing complex agreements, joint ventures, concessions, and PPP arrangements. <br> - Strong managerial skills to handle organizational legal affairs, contracts, HR-related disputes, procurement/legal compliance and board/committee legal support. <br> - Capacity to develop SOPs, compliance systems, and legal risk management frameworks. <br> With experience in Public Sector/ Semi-Government / Regulatory Bodies: <br> - At least 5 years experience in senior legal leadership role or 3 years in BPS 21 or 7 years in BPS 20 or equivalent in public institutions or regulatory authorities. <br> - Officers currently in service in Government Departments, may also apply after obtaining NOC from respective department. Option of employment on Deputation to NADRA from current department is also available. <br> - Preference will be given to individuals having experience in government and regulatory bodies, particularly those involving policy and institutional accountability, framework development, legal compliance and managing privacy issues. <br> - Proven experience in drafting laws, rules, regulations, and policy frameworks. Also, strong reporting, and representation skills before courts, parliamentary committees and international forums. <br> - Capability to advise government and statutory bodies on compliance, governance, and dispute resolution. <br> - Proven experience in strategic planning, litigation management, and risk assessment. <br> With experience in Corporate Private Sector: <br> - At least 5 years experience in a senior managerial role at a large-scale/ national level or multinational entity. <br> - Proven track record in leading legal strategies, advising senior stakeholders and preferably handling legal matters involving large databases and IT infrastructure. <br> - Experience in leading and developing an in-house legal team, fostering a culture of excellence and accountability, providing training and guidance to staff on legal and compliance matters. <br> - Experience in corporate governance, compliance, and large-scale litigation management. <br> - Ability to lead and coordinate legal teams across multiple jurisdictions. <br> - Demonstrated leadership in managing large and diverse teams of legal professionals with outreach in multiple regions of Pakistan. <br> With experience in Academia/Legal Research: <br> - Demonstrated track record of at least 10 years in BPS-20 & above or equivalent in academic leadership, policy/legal research, and publications. <br> - Proven ability to lead teams of legal researchers and contribute to law reform initiatives. <br> - Ability to strategically lead, manage, and organize the legal department, aligning its functions with organizational goals. <br> - Ability to optimize resource allocation, streamline processes and implement best practices for operational efficiency within the legal function. <br> Responsibilities, Skills & Competencies: <br> - Extensive legal practice experience, focusing on regulatory compliance, data privacy, public administration and corporate governance. <br> - Experience in handling extensive litigation portfolios across Pakistan ensuring effective representation of the organization especially HR-related legal matters and corporate litigation, including disputes, contract negotiation, statutory interpretation, rules/regulations making and employment law. <br> - Familiarity with international standards in data protection, cybersecurity and privacy. <br> - Resilience and decision making capability in fast-paced environments. <br> - Working knowledge of Procurement PPRA/S&P Rules and Regulations. <br> - In-depth knowledge of Pakistan law, rules, especially which are related to citizen registration, citizenship, information technology, privacy, data protection and e-commerce. <br> - Demonstrated leadership skills with proven track record with the ability to apply legal principles to practical situations and solve problems. <br> - Strong leadership abilities to manage and direct legal and cross-functional teams effectively in a fast-paced environment. <br> - High ethical standards and integrity, crucial to roles involving sensitive personal data.

<br> 1. Selected candidate will be hired initially for contract period of 5 years (extendable if required). <br> 2.
