FINANCE DIRECTOR
The Medical Teaching Institution, Mardan (MTI Mardan) invites applications from suitable candidates for appointment as FINANCE DIRECTOR. This is a challenging position requiring a high impact individual and reports to the Hospital Director with a dotted line to the Board of Governors.
MTI Mardan is a health care facility comprising of the largest tertiary care hospital in the north region of Khyber Pakhtunkhwa, a children's hospital, a medical college, and a dental college. It serves the regional community as well as patients from all over the north region of Khyber Pakhtunkhwa. The hospital treats approximately four million patients each year and employs more than 1800 personnel including management executives, doctors, nurses, paramedics, ancillary and administrative staff. The Institution provides services in approximately 34 different medical specialty departments with a capacity of around 900 beds and emergency services.
The Institution is governed by an independent Board of Governors, all members of which are appointed from private sector professionals. It is an autonomous institution governed under the Khyber Pakhtunkhwa Medical Teaching Institution Act 2015 which Act pursues to bring efficiency and effectiveness to the Healthcare system.
Requisite Qualification and Experience:
- Chartered accountant, member of Institute of Chartered Accountants with at-least Five (05) years post qualification experience in finance and/or accounts in a major private or public company/institution.
- ICMAP certification, member of Institute of Cost & Management Accountants with at-least Eight (08) years post qualification experience in finance and/or accounts in a major private or public company/institution. OR
- A master's degree in finance or accounts with at-least Eight (08) years post qualification experience in finance and/or accounts in a major private or public company/institution. Preference amongst master degree holders will be given to those possessing ACCA membership.
Role & Responsibilities:
- Coordinate, supervise, and manage all accounting and financial reporting functions of MTI, ensuring timely periodical reporting.
- Implementing and managing financial systems and internal controls.
- Improve and design where necessary new control mechanisms not only for financial management and reporting of the institution but also for all operations organization.
- Leading financial planning, budgeting, forecasting, and periodical reporting and ensuring all accounts are kept in accordance with applicable accounting and financial reporting standards, rules and regulations.
- Advise the Board of Governors, Hospital and Medical Directors and the Dean on all financial matters, ensuring transparency and fiscal probity.
- Provide leadership in the development of budgets by MTI component units.
- Quarterly Financial Reporting to the Board Audit Committee and Board of Governors.
- Managing Cash flows and treasury operations.
- Providing strategic financial advice and insights to the management committee and the Board.
- Overseeing the finance and accounts team and their development.
- Building and maintaining relationships with banks, internal and external auditors, health department.
- Ensure facilitation of any external audit of the accounts instituted by the Board or Government and implement the recommendations of the audit.
