Position

Financial Specialist (10 Positions) Management

PROCUREMENT AND CONTRACT MANAGEMENT SPECIALIST - (1 Position)

Education Qualification

ACCA, CA, CPA, CFA in Finance / Accounting

Experience

At least 5 years working experience in Financial Management, preferably in Public Sector Organization, and further possessing skills and knowledge in the following key areas: <br> - Strong knowledge of accounting principles, financial regulations, and audit processes. <br> - Experience in budget preparation, financial reporting, compliance, and audit. <br> - Proficiency in financial software and MS Office applications. <br> - Excellent analytical, communication, and organizational skills.

Age Limit

Maximum service age is restricted up to 35 years.

Job Description

  • Providing advanced and modernized financial expertise, ensuring the efficient formulation, execution, and monitoring of the budget in compliance with relevant & effective rules, regulations and policies.
  • Developing and implementing the financial plans and budgets for administrative departments in provincial government including administering allocations under grant-in-aid programs.
  • Ensuring alignment with the goals & objectives of the financial control and regulations set by the Sindh Government.
  • Farming and modifying the Grant-in-Aid Rules and procedure.
  • Reviewing and assessing budget proposals including grants applications for financial viability and compliance.
  • Preparing recommendations for award of grants based on financial assessments and departmental priorities.
  • Implementing the monitoring & evaluation mechanisms to ensure funds are utilized as intended.
  • Preparing and submitting financial reports, utilization certificates, and performance assessments in accordance with the Rules & Regulations including Sindh Grant-in-Aid Rules.
  • Facilitating internal and external audits in reporting funds under various grants and grant-in-aid.
  • Ensuring to maintain proper financial record compliant to the audit requirements by all administrative departments autonomous /semi-autonomous bodies and other institutions under the provincial government.
  • Imparting training, providing training material and facilitating technical support to administrative departments, autonomous /semi-autonomous bodies and other institutions on financial & budgeting management and reporting.
  • Developing guidelines and best practices for efficient financial management.
  • Maintaining a database of grants, including details of allocations, expenditures, and outcomes.
  • Ensuring data integrity and regular updates.
  • Coordinating with administrative departments, autonomous/ semi-autonomous bodies, other institutions, and stakeholders.
  • Serving as a point of contact for financial management queries related to grant-in-aid programs.
  • Submitting monthly and quarterly financial reports, Annual audit reports and compliance certificates.
  • Managing resources including food account
  • Maintaining relevant financial data base
  • Perform any other duties assigned by the high-ups related to financial management and administration.
  1. The appointment for each position will be on a contract basis for an initial period of three (03) years, which may be extended for an additional period of three (03) years, subject to satisfactory performance.
  2. A competitive, market-based salary package will be offered to the successful candidate.
