POSITION VACANT
Agriculture & Cooperatives Department, Government of Balochistan, Quetta has been pleased to invite application from highly qualified and experienced candidates from Balochistan for appointment as Project Director on contractual basis under the project titled "Balochistan Green Tractor Program (Phase-II) (Cost Sharing basis)" funded by the Government of Balochistan.
Name of Post: Project Director "Balochistan Green Tractor Program (Phase-II) (Cost Sharing basis)"
Selection:
i. Through open competition / Merit
ii. Government Servants are equally eligible to apply to serve on deputation basis as per prevailing rules / procedures / policy.
Qualification:
i. Minimum 16-year education i.e. BSc/MSc Honors (Agriculture Engineering) from HEC recognized university or BE or ME (Mechanical Engineering).
ii. Excellent English comprehension, writing and computer skills.
iii. Strong presentation and communication skills.
iv. Excellent command over procurement process of BPPRA, Project Administration, Management & Coordination fundamentals and other governmental rules/procedure/policies etc.
v. Demonstrated ability to lead a team.
Age Limit: Minimum 40 and maximum 62 years on the date of closure of application.
Experience: Minimum 10 years of professional experience as Project Director / Execution officer not less than BPS-18, specifically having excellent command on conceptualizing, developing, executing and management of agricultural machinery.
Duties & Responsibilities:
i. Strong grip over Planning Commission Project Management fundamentals and procedures.
ii. Well conversed with and command over BPPRA Rules and Contract Management.
iii. Sufficient working experience throughout Balochistan province.
iv. Assume full responsibility for the execution of schemes as per design, scope of project under the contract.
v. Ensure that the works is executed as per given criteria and specifications and assure quality of work.
vi. Provide guidance to team in specifications, planning and supervision of scheme.
vii. Responsible for prioritization of sub-projects using guidelines in the project documents;
viii. Provide guidance in preparation of specifications of schemes.
ix. Exercise a strong check on time and cost overruns by monitoring the inputs, processes, and outputs of the project.
x. Assure meeting the deadlines for various deliverables;
xi. Identify risks based on ground realities and formulate a risk mitigation plan.
xii. Keep the Employer informed of technical issues and progress of all works both by informal and formal meetings and correspondence and assist in any project issue which the Employer may require.
xiii. Prepare and submit reports in the prescribed manner and format including recommended actions for the decision-making.
xiv. Work effectively and harmoniously with the project stakeholders (including external partners) as well as with the project staff.
xv. Develop and use indicators to focus on results and progress of implementation.
xvi. Assist the Employer in preparing responses to audit objections and queries of the financiers or other Government Authorities.
xvii. Coordinate with all concerned Employer's organizations on project issues.
xviii. Assist the employer in project implementation;
xix. Ensure maintenance of record and financial book Audits;
xx. Ensure submission of project progress & closure (PC-III & IV) to the Admn department.
xxi. Any other relevant task given by the competent authority as per government policy.
